Due to changes in local regulations, Payoneer can no longer issue and support cards for customers with a postal or actual address in the Russian Federation. This change is not related to economic sanctions against Russia but rather to Payoneer’s commitment to abide by the evolving regulatory policy.
If you are residing in a different country than the one you registered with, you can contact us to change the address on your Payoneer account. In order to change your country, you will be required to submit a valid ID document and a proof of residence for your updated address. Acceptable forms of proof of residence are government-issued ID with your name and this address, a copy of a recent bank statement, a copy of a recent utility bill that has your name and this address (examples of utility bills we accept are gas, water, electric, landline phone, cable bill, etc.), or a signed rental agreement paired with a utility bill under the landlord/property owner's name. Please note that we cannot accept mobile bills as proof of residence.
Yes, Payoneer cards issued outside of Russia can continue to be used with Russian merchants.

Note: When sending a USD wire, other banks involved in the transfer sometimes charge correspondent fees. In addition, the beneficiary bank may also charge landing fees. Payoneer does not have control over the additional fees (correspondent and landing) that are deducted by other banks. Please note that payment routes also sometimes change, affecting the correspondent fees charged. We are always looking to improve our payment routes so that we can provide you with the best service at the lowest fee.
