Funds restrictions - FAQ
You may also have noticed similar alerts when trying to withdraw or make payments, about complying with Chinese State Administration of Foreign Exchange (SAFE) regulations.
These alerts relate to compliance with regulations set forth in Huifa No. 13, [2019] issued by the General Affairs Department of the Chinese State Administration of Foreign Exchange (SAFE). The regulations include rules to facilitate the settlement of cross-border funds entering China relating to e-commerce transactions conducted by PRC institutions and individuals, which are processed by PRC-licensed payment institutions and banks.
In this FAQ, the above regulations shall be referred to as “SAFE regulations”.
To ensure compliance with SAFE regulations, the movement of funds from your Payoneer account for withdrawals or payments will be restricted, in cases where full transaction data related to the source of the funds has not been provided.
As our valued customer, we wish to let you know that funds restrictions are in place on funds for which full transaction data relating to their source has not been provided.
Connecting your marketplace stores to Payoneer in Store Manager is the best way to provide the data required to comply with SAFE regulations and remove funds restrictions.
Payoneer will be required to restrict the movement of funds from your Payoneer account in cases where full transaction data related to the source of the funds has not been provided. The restrictions may apply to any of the following financial transactions:
• Withdrawal to a CNY bank account in China
• Payment to another Payoneer customer’s Payoneer balance using Make a Payment
No. Funds you earned from stores that you received to your Payoneer account prior to the funds restrictions taking effect will not be restricted.
Yes! You can perform all eligible financial transactions in your Payoneer account except for those that are not allowed due to SAFE regulations. Restrictions are listed here.
When you are performing a financial transaction, we’ll adjust the displayed limits to take restricted funds into account.
For example, let’s say you have 50,000 USD in your USD balance and 20,000 USD is restricted because it was earned via a store not currently connected to Store Manager. If you go to Withdraw to bank, and try to withdraw to a Chinese bank account, you’ll see that the maximum amount available for withdrawal is 30,000 USD rather than 50,000 USD (because 20,000 USD is restricted).
From any of the related alert banners click on Remove Restrictions, or navigate to Manage > Store Manager > Funds restrictions tab. On this tab, you’ll see the amount of restricted funds for each relevant currency.
1. From any of the alert banners click on Remove Restrictions, or navigate to Manage > Store Manager > Funds restrictions tab. You’ll see the amount of restricted funds for each relevant currency.
• In the table titled Connect these stores first, you’ll see a list of Amazon stores to connect to Payoneer in order to remove restrictions, and the amount of restricted funds associated with each store. The stores listed in this table are associated with the majority of your restricted funds, and we therefore recommend you connect these stores first.
• In a separate table titled Other stores to connect, you’ll see a list of additional Amazon stores to connect. Generally, the stores listed in this table have fewer associated restricted funds, but if you wish to remove restrictions from all your funds, we suggest that you connect these stores as well.
2. To connect a store, click Connect store (or Reconnect store for a store that was previously connected but is currently pending re-connection).
3. Follow the on-screen instructions to add your store to Store Manager and connect it to Payoneer. You can read more about adding and connecting your store in this blog.
Once you complete the store connection flow, it can take up to 10 minutes until the data we receive from Amazon is validated and we remove restrictions on the funds. While the data is being validated, you’ll see the Validating data status on the Funds restrictions tab for the store you connected. During this time, you can connect any additional stores listed.
No. You can connect whichever stores for which you’d like to remove funds restrictions. Of course, we recommend that you connect all your stores to remove all current funds restrictions as well as prevent restrictions on funds received from your stores in the future.
Yes. You can manually upload a data file containing the data that enables compliance with SAFE regulations. In the Funds restrictions tab, locate the Manually upload store data section, and follow the on-screen instructions.
Shared store data will only be used for the purpose of compliance with SAFE regulation. In all cases, your information and privacy are protected by Payoneer's Privacy & Cookies Policy.
Kindly note that failing to connect your marketplace stores to Payoneer in Store Manager will result in restrictions being placed on all future funds earned from those stores, so we encourage you to connect your stores as soon as possible.
SAFE regulations require us to collect accurate store data. If our system detects a mismatch between the expected store data and actual data collected, a mismatch error will be triggered--for example, if the amount of payments expected from a specific store (based on the funds transferred by Amazon to a specific receiving account) does not match the data retrieved for the store you connected in Store Manager.
To solve the issue, reconnect the store and make sure that you provide the correct store name and seller identifiers during connection.
If you believe that this mismatch occurred in error, please contact us.
If you are an affiliate and don’t have an Amazon store to connect, you don’t need to take any action at this time.
